The role of CCGs in helping deliver the massive NHS efficiency savings required in the next 18 to 24 months is being questioned. The biggest challenge is really to find material cashable savings in such a short time period. A recent HSJ Leader (September 23 2015) identifies referral management as an important measure CCGs should consider.
In order to remain relevant (and survive) the 209 CCGs must better leverage their most important resource: the unique connection to, and influence over, GPs. The HSJ Leader calls for “new pushes” in the area of referral management based on reducing clinical variations and improving pathway control.
At psHEALTH we work with commissioners, prime contractors and providers to improve and automate referral management.

In addition to challenging commissioners on referral management, the aforementioned Leader sets out further policy changes that should be considered, including handing most of NHS England’s GP budgets to CCGs, engaging CCG leaders that are willing to champion major changes and, involving commissioners in the work of Dalton (provider review) and Carter (productivity).
