The Community Gateway CIC and psHEALTH Reablement IT Solutions Partnership

London August 18, 2010: psHEALTH, UK’s leader in online case management and workflow solutions and The Community Gateway CIC, a Social Enterprise providing consultancy to Local Government and the NHS, today announced that they have extended their partnership to develop Reablement IT solutions for Local Authorities, NHS organisations and the independent sector. The case management system known as Symbio-Sys, that psHEALTH designed for Chartis Medical & Rehabilitation (formerly AIG), has been shortlisted for the 2010 Claims Technology Awards’ Client Care category. The Awards recognise excellence in the development and application of technology to enhance the efficiency, speed and cost-effectiveness of the claims process. Chartis M&R realised that a combination of legacy systems and paper processes was threatening its leading position in the medical and vocational rehabilitation market. Their goal was to take their client care to the next level. Critical to this was developing an online portal where clients could make referrals and monitor the progress of cases over the web. In addition, they clearly needed an effective tool for their case managers. Speed was of the essence: in fewer than 8 weeks Chartis developed Symbio-Sys in partnership with psHEALTH. All stakeholders were involved in the development process, so making sure that an online solution was developed that clients, case managers and network providers would benefit from. At the heart of Symbio-Sys is a flexible and secure web-based platform. This enables Chartis to quickly respond to new client requirements and tailor products and SLA monitoring down to individual client contracts. Since launch, Chartis has already added a new tailored motor contract to Symbio-Sys and is currently in the process of granting access to a number of treatment providers. Making referrals to treatment providers and keeping all communication with the providers on Symbio-Sys is resulting in faster turn-around, better reporting and less administration for everyone.

psHEALTH’s Reablement Software Solution

Reablement - ‘the use of timely and focused intensive therapy and care in a person’s home to improve their choice and quality of life, so that people can maximise their long term independence’* – is now a burning issue for Councils. As of early 2009, 16% of CSSRs in England had a scheme; 78% were either in the process of establishing a scheme or enhancing or extending their existing reablement service. At the October 2009 National Children and Adult Services (NCAS) Conference, Andy Burnham, Secretary of State for Health, suggested that ‘On average, a council can save a million a year by investment in reablement’. Coupled with recent studies suggesting reablement’s introduction significantly reduces treatment time and does improve independence, everyone seems to benefit. ISO 27001 and SaaS in Healthcare

“We believe that a number of healthcare providers are going to come under great pressure to upgrade their software and infrastructure over the next few years. Data security has become a Number 1 priority“, says Mindy Daeschner, Principal of psHEALTH. “ISO 27001 is becoming the internationally recognised standard for information security across all industries. A lot of people are sceptical to the value of formal certification but at psHEALTH we believe the annual audit process brings great value. We view data security as a real competitive advantage”, she adds. Break through Research: Service delivery gap

The conclusions are clear. An overwhelming majority believe that the delivery of health management services are going through a transition with increasing demands on process efficiency, transparency and robust MI. The survey is unique in that it contrasts buyers’ perception with those of providers. We believe both sides can benefit from understanding the others perspective and the resulting ‘perception gap’. Going forward, providers should look to invest where the ‘gap’ is the greatest. Disease Management Prompts New Solutions from Industry

Innovative services and new partnerships within disease and long-term care management represent exciting opportunities to enhance quality of life and reduce costs. Innovation is key as currently 80% of NHS costs are incurred in areas where these new approaches are applicable. Technology will play an important role, not in the form of million pound top-down projects, but the use of cost effective, local or disease specific solutions. What is the vision for the future? Many of the emerging new delivery models have one thing in common, they are focussed on keeping the patient or ‘service user’ at home. At one end of the spectrum you have partnerships between PCTs, pharma and private care providers that deliver complex disease management in areas such as diabetes, cardiovascular and cancer. According to the DoH, this ‘self care’ or ‘home care’ approach can significantly improve both quality of life and generate cost savings. It estimates that £200 invested in every individual with a long-term condition results in savings of double that amount. On the other end of the spectrum, but equally focussed on the benefits of ‘home delivery’ is social and elderly care. Remote case management The ‘new world’ of health and social care can learn valuable lessons from remote case management models used in the world of insurance-led rehabilitation and corporate healthcare. Both of these sectors have seen a pronounced shift towards a remote coordination role and the use of partnerships and networks to deliver healthcare – either at home or locally to the service user. This shift has been driven by a combination of demonstrated outcome effectiveness, significantly reduced costs and new attitudes to use of technology. Cost effective technology Technology has and continues to play a significant role in the development home delivery of healthcare. Today’s models would not be viable without the telephone and providers are increasingly using internet technologies to improve patient safety and reduce costs. So what is exciting on the technology front? A combination of near universal broadband access and reduced cost of sophisticated web-based applications is about to change the game. In the past, the upfront investment required for an integrated patient monitoring and case management system could easily have been measured in the millions of pounds with a 6 to 18 month implementation time line. A new Software-as-a-Service (SaaS) approach where powerful IT solutions are delivered over the Internet is in the process of dramatically reducing the ‘entry point’ for healthcare providers. In some cases, solution providers design and implement customised solutions with no upfront costs. The provider basically pays a monthly user fee depending on the number of users. This approach does not only significantly reduce the upfront costs but also reduces the IT project risk. The opportunity for healthcare providers The emerging low-cost SaaS models will impact the delivery of healthcare in two ways. Firstly, it provides an opportunity for smaller organisation or partnerships to deliver industrial-strength IT solutions at a fraction of the price. Secondly, it provides the opportunity to design highly customised and flexible care pathways. This combination is expected to have significant impact on how providers position themselves in a market where the contract cycles are getting shorter and shorter.
